A Boeing 747, trailed by an Air Force F-16 circled Manhattan, Staten Island, and New Jersey at 1,000 feet to as low as 150 feet around 9:30 a.m. as part of a publicity operation of the Department of Defense (DOD). The DOD informed local authorities and the New York and New Jersey police of the fly-bys last week but decided not to inform the general public and the media.
